When running the command written in the book I get this error. Does anybody have any idea how to fix this, I’ve been trying for a while now.

Nevermind, I used a vpn and that somehow worked.
I am getting this error too, so I would appreciate any ideas about how to fix.
I would not say it is solved because the first inquirer found a work around.
Generally, the response is going to be that your connection to pecl is being blocked - VPN, Firewall, etc.
This topic has not been solved in my opinion. Do I need to start a new topic to get some help solving the problem?
